and have moved real to be based in eupore and a english city? and made sure your nation rules are to overwrite those in the database not run concurrent?

I have the exact same issue, I have tried to make a European Super League in England with the top 92 teams occupying all 4 leagues, in UEFA Coefficient Order but get the same issue about not based in Nation
