Can someone let me know the order in which the standard for each of the above goes? i.e. is good better than extensive and so on?

I think this is accurate!
 
Youth Recruitment levels are as follows:

Limited / Basic / Fairly Basic / Average / Above Average / Established / Well Established / Extensive
 
Training Facilities names are changed now, I believe.. For some, atleast. Think Top is now 'State of The Art'..

Yes. Youth Facilities are still "Top", but Training Facilities are now "State of the art"
