Translating the .ltc files

Hello, i'm new here. I'm from Brazil and want to translate the file portuguese.ltc (portugues from portugal). I want to edit the file to create the portuguese from Brazil, have some differences.

So i want to edit. What program i can use, or how i can edit the .LTC files? i tried to use the LTC editor 1.0.10.26, but it's only accept th FM 09 .ltc.
Any Ideas?
