Trouble loaning out players

I'm currently in my second season as arsenal, and everything is going pretty well, but i have a problem thats becoming serious. I've focussed a lot on adding to an already plentiful youth set up, but now i cant loan them out. every time i try and offer a player to clubs i get the message "No offers for whoever". id understand if it was a bad player, but even with a player like Vela i get no offers. is there any way to increase the chance of getting a player loaned out? or is this just a problem that everyone deals with?

Get a feeder club and just send them out there. Also, make sure the player is loan listed, is willing to go out on loan and is not injured.

the problem is that most of my players refuse to go on loan to 2nd tier teams, so most feeder clubs are out. is there a way to get better feeder clubs?
