Trouble signing Regens

Hi, I'm managing Bishop's Stortford in 2025.

I've been finding a lot of really good regens, and some of them I can sign. But occasionally, when they are under 17, I can't sign them. I make an offer, offer a contract and then they just sign a pre-contract agreement with their club. I can go on them a year later and they are still considering my offer and I can still "withdraw contract offer". I can sign them once they're 17 but I've found a 15 year-old player who I really want now!

I was wondering if anyone knows what this is or how I can fix it?

I assume he's done enough in 15 years to get his reputation up.

Its nothing to do with reputation because I can offer them a contract and they say they're "very happy with it" and then they never accept or reject it. It only happens with some of them.

Thats kinda weird. Mabye withdraw and make another offer? :S

I've tried that and it just does the same thing until they are 17.
