I want to take my Indonesia U-20 Team to a training camp in the Netherlands, is it possible to create a U-20 International Friendly Tournament starting from 2021 with 2 years interval, so the next edition will be in 2023,2025,2027... and the tournament consists of 8 teams with a group stage, semi-final, third-place playoffs, and a final?

Netherlands U-20
Belgium U-20
Qatar U-20
Senegal U-20
Ivory Coast U-20
Argentina U-20
Canada U-20
Host: Netherlands
How can we create it using the advanced rules?
I've tried it once but the schedule wasn't going as it planned, The problem is how can I add stadiums for my tournament?
