U23 Tactics to differ from Main tactics

I am having a mare trying to find this but how do you get your U23 and U18 teams to play a different formation to your main team? I am sure there is an option out there but I can't seem to find it anywhere!

Yes, via Development Centre --> U23s/U18s --> Tactics
The option is unfortunately not showing up if you are in control of their training, the youth need to be in control of one of your staff members
