Ok I think that the backroom staffs are an integral part of any football team, even more so in Football Manager.
However, I think it is a majorly over looked aspect of the game. They can find and maximise the potential of your up and coming stars, speed up the recovery of your injured players, even help to keep the team morale high.
Whenever I start a new game I buy in a few players but also sign a few decent scouts, a new physio and one or two new coaches.
What you want from your backroom staff are:-
Scouts
In a good scout you should look for high Judging Player Ability, Judging Player Potential and Working with Youngsters.
Recommended scouts include:-
Physios
From a good physio you want a high rating in Physiotherapy and a good rating in Working with Youngsters. The high rating in Working with Youngsters means your youth teams will benefit as well.
Coaches
Coaches whether First Team, Goal Keeping or just general Coaches should have a high rating in Man Management and Level of Discipline. They should also specialise in a certain area: Attacking, Defending, Goal Keeping, Fitness, etc... Also Discipline, Motivation, Determination are very important for coaches.
Attacking Coaches:-

Assistant Manager
They should have a good all round knowledge and high ratings across the board. A good Tactical Knowledge, Man Management and Motivation are a must. If you always send your Assistant Manager to all the press conferences then they need these attributes to most benefit your team.

- A good, wide scouting base; that covers the major areas (Europe and South America).
- Physios that can get your injured players fully fit asap.
- Coaches that train all the attributes of the players on your team (One for every part of training).
- Lastly, a good Assistant Manager, one that has a good all round knowledge and a good knowledge of your team.
Please not these aren't the best that are out there, there are much better staff

- Chris Morgan (Liverpool).
- Grant Downie (Middlesbrough).
