Unable to connect server (online game)

Hello,
My friend can't join our online game (was working well a few weeks ago so we don't understand). He always gets an message Unable to connect server.
We are using 18.3.3 update and set the same download region (since I read it could be an issue)
On my end, I have no issue joining another unlocked online game but he cannot do the same.
He tried the following :
- uninstalled his anti-virus
- tried quiting Steam and then logging back.
- He also tried to desactivate Windows Firewall.
But it is still not working...


What do you recommend ? This is driving us crazy.

Solved !

For those who come on this page having the same problem, we found an easy fix. Right click on the Steam icon in your desktop and just Run as administrator.
After all the things we tried, this simple and quick fix worked for us.
