Unable to connect to Steam network...

Hi,
I have been unable to play Football Manager for a couple of weeks now. Every time I click on steam it says, "unable to connect to the steam network. Off-line mode is unavailable because there is no login information stored on this computer"
I have been on the Steam website and logged in that way, I have reinstalled steam and still nothing has worked.

I am now on the Steam website trying to get support but it is very long winded... Does anyone else know what I need to do?!

Its asking me for my CD Key to even send of a support request, but I can't work out how to get my key as it says I need to go to my library and right click it but I can't even get onto my library as Steam will not open, online or offline
