Under valued transfer offers

It seems this game I keep getting lots of offers for WAY under the value of my players. I'm Spurs and City kept offering around ?2m for Townsend (valued around 9m), and PSG just offered ?14m for Vert and ?16m for Kaboul - who are valued at ?17m and ?19m respectively. Also, I somehow managed to pay just ?2m for Subotic at the start - I negotiated around ?8m but only ?2m went from my budget, and is showing in the history etc. Am I missing something or is this a known bug?

Yeah a very common problem, should have been fixed by now as theres a patch, are you playing offline?
