Untouchable - New Stadium?

If my managerial status is 'Untouchable', could I sent an Ultimatum to the board to expand the stadium if they say that the council won't allow it? Help!

and if the ultimatum failed, do u got any other effects e.g. removed from club 'Favoured Personal' list, etc, etc?
