Version wont update

I have bought this through steam through presale but noticed today when i click new game and try to start, at the the screen where I load a database it says version 13.0.0. Does this mean steam hasnt been updating my game? How do I update it now?

edit- i have double checked steam and it says its supposed to update automatically but when checking which updates have been downloaded, nothing shows.

And Steams website is a piece of **** that every other page wont work when trying to submit a ticket, making it impossible since when I submit it stops working.
