wage budget?

im playing as arsenal and i have lots of money spare in my wage budget but when i try to buy an average player with average wage demands they are apparently too much for arsenal so i cant sign him as the contract talks break down. can someone tell me what to do.

Adjust your budget to allow more wages for less transfer money, or if you've made multiple bids and offered out contracts wait 'til they've been accepted or rejected before approaching new players
