wage contribution on loan

Trying to loan Javi Garcia with Stoke.
City wants me to contribute 50% of his wage but I'm not able to do so.
Surely it can't be the homegrown player thing or the total expense, i currently have about €20m transferbudget.

my wage budget is €1.1m and i have only spent €840k

I have noticed the board may have an effect depending on the player what they will let you offer, maybe its nonesense but sometimes i have been able to offer a lot more to one player as a key player than another as a key player
