What attributes should a scout has....

I don't really care about his recommendation. I just care about my player search getting as many new players as possible. What scout attributes is suitable for that?

u need to have good scouting knowledge.
for example, if you scouting knowledge of uk and ireland is excellent, you will get lots of player in player search from there. If your scouting knowledge of eastern europe is poor, you'll get lot less players from there..

If you want them to scout the next opposition then Tactical Knowledge would be helpful

If you only care about improving number of players showing up in the search screen, all you need to worry about is his knowledge of various nations.

In your case, find scouts who have knowledge of good nations, or multiple nations, then send them scouting to nations you have no knowledge of (in order to gain knowledge)

However, you will need someone with good JPA/JPP in order to see who out of the thousands of people are worth buying.
