What exactly does scout knowledge mean?

Does it mean they know a lot of players from that country (so there is no need to scout that country)
Or does it mean they are familliar with that country and they know where to go to get new players etc (which I what I'm thinking)

I went on the in game help guide and it says "The greater knowledge you and your team have of an area, the more fruitful scouting missions will be" so basically the higher the knowledge the more players your scouts are gonna find for you.
