What is Consistency?

For a while now I was wondering what this actually means. It seems clear to me that consistency is linked to match rating but I'm not sure how.

Does a player with low consistency vary wildly for match rating or does it affect his attributes which has the consequence of reducing his match rating?

And is inconsistency for each match or over a period?

Each match a player can do a % of his attribute, for example a young striker ( with low consistency) with a base stat of 16, will have one match 90% of 16 as his finishing attribute and the other match 95%.

A player with higher consistency will have a higher minimal % of his stats, for example a minimum of 94%.

I believe this is how it works with consistency
