What is the best way to test a tactic?

Is there some type of league/database where everyone has the same attributes and different types of managers? Or is there a better way?

I start a game with one league loaded and start it at pre season train them in fitness for 3 weeks and do match tactics and play 20 games and re do it over and over doing shuttle changes take a long time but works
