The latest databas IS the 13.3, but the latest version of the GAME is 13.3.3. Are you sure you are not looking at the databas? ( look under game status to see)?

If you have not updated the game with the latest patches that fixes som crashes etc ( i. E NO Match Engine changes), you still have to be online and hook up with STEAM to get it. There are no workarounds.
