Might be a glitch but I dont think so, it happens sometimes, I once had 4 pens in a match a while ago, sometimes u just have to get lucky

How would 4 penalties be a glitch? If it kept occurring then it would be called a glitch. But OP, it is probably just some fantastic luck.

I had 10 penalties against me in half a season, which is not normal. Only 2 in favour
