When can I offer contracts to UK based players who's contract expires in 6 months?

I'm on the 2nd of January atm and i've been given the option to offer a contract to any foreigner who's contract runs on on the 30th of July...but it doesn't let me offer one to players in English leagues???

If I recall correctly, UK based players nearing the end of their contract can be offered a contract by another club three months before their contract runs out. I'm not entirely sure, if it was three months but sumthin' liek dat
 
You can't approach players from your in country in January, only foreign players, you have to wait till june or when their contract expires. It's a real life rule btw.
 
Yes it is the same in real life, they can only be approached by teams from foreign countries. You can approach people playing in another country in January but for your own league( I know for EPL) You must wait till it expires
 
just spend the next 6 months tapping them up, then they're bound to sign for you at the end of the season ;)
