When can Interminate loans?

Hi, I'm in November in my current save. I have no room in the budget for new signings and want to terminate the loans of three or four players who aren't making the match day 18. Unfortunately the option is greyed out.

Anybody know when I'll be able to terminate the loans?

In most cases, you need to be in a transfer window to terminate them.

When the player was signed on loan the "cannot be recalled" addition would have been ticked
