Which tactic is an all round great tactic for fast, fluid attacking football ?

i have tried loads and loads of tactics, some good and some awful, but im yet to find an alround suitable tactic that is for strong teams and weak teams.

is there a tactic out there that can adjust from a world class barca team to a BSP team because it seems like most tactics are for strong teams which makes it harder to manage a small ranked team

Any suggestions???

the best ive come across is Raikan's 4-2-4 qpr save tactic

Why don;t you try and make your own, then you can tailor it to your own wants/needs. Think about high tempo etc....if not, just alter the one you liked until it is what you want it to be.
