I not sure about the very best but I have noticed that Sergio Canales gets very good. I would guess that players like Marek Hamsik, Paulo Henrique and etc would also be some of the best.

Also I have signed Koke as Liverpool and I hope he does well in a few seasons, not seen much from him yet though.

He's the only player with -10 pa but he misses the first 6 months of the game injured, not getting developed. In most of my saves he struggles to cement a first team place at arsenal
