well it can't be Ronaldo, the season before last in an interview with a United player he said that they had a squad test and Hargreaves was the fastest player at the club.
i would however say he is the fastest player whilst dribbling,
Walcott or Gabby are probably faster at sprinting

Premiere league takes into account the player with the most shot power, fastest sprinter and etc regularly, for the shot power it was Rooney,Gerrard and lampard (not sure if it was only english players though)

The sprinter's timings were also ranked. Aaron Lennon,Theo walcott and Abgonlahor.

Messi and Ronaldo do not run with the ball all over the park, they have high acceleration but would definitaly lose out to lennon or walcott in a race. Ribery isnt known for his speed at all, Valencia also has acceleration and robinho can stuff a thousand dollar bill up his ***, once he left for money he dropped all his skills in madrid.
