I have a save going with Unione Venezia where I just got them promoted to Serie A in 2015. The board gave me a 24 million euro transfer budget and a 180,000 payroll for the coming year. Seeing as how I only have 40,000 on payroll right now and a pretty terrible team compared to Serie A standards, I'm looking for advice on how to handle my summer transfer window. Do you usually stick with the same squad and bring in a couple of experienced players, change the first team completely, or spend most of it on youth?
 
i would sign the recommended 3 players per season and gradually improve the squad anymore then 3 incomings will leave u in a relegation battle with your players just not performing and i would go for experience for the 1st season
 
Tbh if your squad is terrible you may be looking at relegation even with the 3 players, I would sign 5 or 6 and put your training on team cohesion. Maybe more, sacrifice the first few months of your campaign for a decent finish.
 
Get quality in wherever you can. If you can improve the team, don't worry too much about the number of signings I'd say. Experienced players who have Serie A experience would be your top priority.

Some cheap players - Aaron Doran, Gary Mackay Steven, Josef Martinez (wonderkid striker) Jonas Svensson.
