Dunno about that, but imo Steve Rowley was the best last year and I think the best FM12 too.

Cagigao from Arsenal is also very close to Rowley in terms of attributes I think

Rowley and Cagigao for me. but Rowley retires since he's old, but my my, Cagigao is still young till now. i still have him in my fm11 save at arsenal, even after the 20th season, he's my man for advice

The best way to find out is to download a cheatprogram, like FMRT or FMscout, look up the scout and then delete the program. This way, you will know for sure and wont have to wait for answers form other people doing that exact same thing for you.
