Why are Athletic not aloud to sign non Basque players?

The Basque country is a community in northern spain, that has a different culture than the rest of the country and as far as I know, many of them want independancy from Spain.
Bilbao is the Capital of that community and the football team has on their own decided to not sign any players who does not have any ties to the said community. Either by being born there or have parents who are from there. I think they are allowed to sign spanish players as well, as long as they are under the age of 18 or something.
It's not a rule anyone has made to make it harder for them, but a policy they've decieded on their own to have. To take it away in the editor will, in my oppinion, take a way apart of the clubs culture and shouldn't be done. If you dislike their idea, play another team and buy all their players.

Atletic Bilbao has a history of using ONLY Basque players. Basque players means players that come from the Basque region of Spain. In the game you can only sign Basque players or under 18 spanish players that come after the 1st season(regens). It is not a game fault, it is just replicating reality. About it being changed in the editor I don't know, although it would take all the magic away from the team.
Yes you can. First, you need recource archiever (sp), you can download it from Steam just like you downloaded editor. Next, open it, and go to C:Steam:Steamapps:FM12
ata:1200 ( or 1220 not sure now): and select comp.fmf and extract it. Find in it file, I really don't know the name of the file, could be something like Basque or Athletic. Now, you need to edit it in advanced editor. How to use Advanced editor you ask ? Well, look here:
