Why can't I ask a player to switch nationality?

Trying to get Arnau Coch into the Scotland fold as he's achieved British Citizenhip

But I can't ask him to switch nations for some reason?

Players can only switch nationalities if they were eligible to play for the second nationality at the same time as winning youth caps. Since he wasn't eligible for Scotland when he played his 25 U21 games, he isn't eligible to switch.

Bit of a gutter though cause he only stopped getting int caps a few months before this!
