Why cant i loan a player to affiliated club?

I am currently manager of spurs and zenit have just became my feeder club. It says that its agreed that i can loan players to zenit. But when i click on move to affiliated club it comes up 'player cannot be loaned to zenit'. i Have even waited until transfer window has opened. Does anyone know why i cant and is there anyway i can change it so i can?
 
In Russia they have different transfer windows (That's why the Arshavin to Arsenal, the Arshavin back to Zenit and the Samba to Anzi moves all happened after our transfer windows shut). They might have different loan windows too?
 
Yeah good shout, i have just googled it and the russian transfer window is from jan 28th to feb 27th. i'll try again then. Thanks for your help mate
