Why can't I scout specifik regions?

I'm in charge of RUFC Calais in the French 4th tier. I'd like to scout young prospects in french speaking african countries. Would love to pick up the new Drogba or Mané. However I can't seem to place my scouts in a specifik region, the option is not available? Why is this?

maybe your board reduced the scouting network because of bad financial situation... airplane tickets and hotel rooms could be too expensive for a 4th division club.
