Why can't I sign this youth

Basically i noticed my reserves team were getting battered by every team in the NextGen Series League so i decided to check out the competition and i spotted this 16 year old for PSG, any reason why I can't sign him?

Also his name is greyed out on squad screen along with most of the other players

you wont be able to sign him mate, he is a regen player that is created to "fill" up your squad
