Why is my FM 2013 running slow?

When I try to start a new game, FM says that my estimated game speed will be 0.5 stars (1 star if i run a small database with 1 nation.)
Not sure why?

Graphics: ATI Radeon HD 4250
Ram: 8GB
64-bit Operating system
AMD Athlon II P360 Dual-Core Processor 2.30 GHz
