Why my scout won't scout!

help here mates! i haven't being playing fm since a long time,and before i never had problem with scouts.I mean,anywhere in the world i'll send them to scout,they would do it.But now,at my save at Atletico-MG,my scouts just can't scout anyone elsewhere south america! can someone please explain to me how scouts are working now? and how i could scout someone from europe or africa please?

Well, it seems that your board has decided to restrict your scouting to South America, so in order to scout someone from another region, for instance Europe, you have to ask the board for it in the boardroom ("expand our scouting range" or similar). Strange that they wouldn't allow it already, Atlético Mineiro are pretty big.
