Wingers not crossing

I'm playing a 4-2-3-1 formation with with a winger on the right and an inside forward on the left. They often both get put through with a good ball from the midfield before cutting in sideways into the penalty area. From this position there are often at least two people in the box in good positions who would be able to get onto the end of a drilled cross but instead of crossing they always shoot from a bad angle and so usually inevitably miss. How can I get them to cross or pass to someone in the centre rather then attempt a shot? They have already both been told to shoot less and the IF has cross more often selected.
 
Yes. As well as retain possession, short passing, pass into space, play out of defence, drill crosses, look for overlap, much higher defence, hassle opponents, use offside trap, much lower tempo.
 
You might try to have your wingers use More Direct Passes.
 
Looks like it could be because of the tempo ur playing as with a lower tempo players hold onto the ball longer

I think the "pass into space" contradicts the instructions of the first two.
 
Wingers should have the following instructions. Stay wide, dribble more, shoot less often, cross more often.
 
Also better to train your winger hug touchline and drible down right. But sometime i dont instruct my IF to cross but he did it
