work permit- how to get one?

looking to sign RB Romario but cant sign him with work permit

how do i get around this without cancelling transfer or having to loan him out for years

i think there is a thread for that kind of thing. but as far as i know, there's not much you can do. that's why you should have a look at his scout report and check whether or not it's likely that he gets a work permit. if he's denied it, you can appeal, and if it's denied again, you can't do anything as far as i know. except loan him out till he gains citizenship or something.
