Work Permit - Why is it canceling the transfer, instead of letting me sign and loan?

I get that players fail the work permit.

But why is FM2012 canceling the transaction instead of letting it go through, and allowing me to loan the player out? Is there a setting somewhere that I need to change?

It depends if you have a feeder club you can loan them out to to help gain a permit

I would add that I have Levski in Bulgaria as an affiliate, expressly for this purpose.

yeah, as iamauser said, if your club has a feeder club in belgium, bulgaria etc where the player can go and gain a work permit, the transfer will go through. if you don't, the transfer will be cancelled.
