Do you mean when you try to buy it, or at a specific club?

Rules for work permits change from country to country. If the work permit is not "certain", but "likely", the results depends on randomness.

So sometimes when i try and buy him he has a work permit sometimes he doesn't, I'm in the same league when trying to purchase him

all I can think of is that there season starts earlier and the times he had a work permit is when I bought him after his season started like on the first deadline day

Is there any explanation as to why a player's work permit to England changes from one season to the next?

There are a lot of variables if I remember correctly, but the most common issue could be that when renewing the contract also the permit needs to get renewed, and the conditions could not be satisfied anymore, so the permit gets refused.
