Work Permits?

I want this Brazilian player called Amaral Pernambucano (DM,MC) but his work permit appeal got turned down. Is there anyway I can change this or will I never be able to sign him, because I don't really understand work permits that well.

If you have a feeder club that is in somewhere like Belgium, then you would be able to sign him and send him to the other club until he gains a work permit (normally a few years).

Ask you board for a feeder club and if they give you an option, ask for a work permit feeder club.
