Wrong budgets????

I have latest 13.2.2. patch and database is default 13.0.0? I seem to have different budgets than what they should be? i.e. forest have £0 on mine where as a friend has £6 million?

Any ideas?

When you start a new game, are you sure you have the box saying "Transfers in first window" or something like that ticked (Next to where it says to use real fixtures, real players etc. (Think that is underneath the league selection screen)) ?
