Im pretty sure he will start at 14, but won't gain any years until he would turn 15/16/17 etc, atleast i think that's what happend. eg. you give someone a birth year of 1/12/2000 (for the ease) just now he wud be 10, when you start your game his age will appear 14, but on the 1st of December, he wont gain a year, this will happen until 2015, when he will irl and ingame turn 15 .
