Youth Candidates

Is there anything more that can be done to increase the chance of better youth recruitment, apart from high facilities and staff across the board?

Is it completely random? or should i be additional scouting countries to increase knowledge by the club?

Am more likely to get the if i scout nations with a higher population than my own?
