Youth facilities or youth recruitment?

Am I right in thinking that recruitment helps find the player and facilities helps develop them? So when looking for regens I should look at the teams with best recruitment rather than best facilities?

Teams with both are probably likely to have the best. If they are great when recruited they may not fill their potential if the Facilities are poor or average. But yeah your right, facilities help develop the player recruitment helps you find better talent in the first place.
