I cannot get any regens to sign for me from other clubs so I have given up trying to sign the good ones and started putting money into my own youth facilities in attempt to produce my own good youth.
My facilities:
Corporate Facilities - Adequate corporate facilities
Training Facilities - Superb training facilities
Youth Facilities - Excellent youth facilities
Youth Setup Category - 1
Junior Coaching - Exceptional junior coaching
Youth Recruitment - Extensive youth recruitment
World Scouting Knowledge - Thorough
Head of Youth Development(Handles youth intakes) - Phil Cannon

I think these are good facilities to produce good youth, no? Not for me. The best I can get is a 3 1/2 star potential player with only one or two stats above 15. Over three youth intakes with these facilities I've gotten 5 3 star potentials and two 3 1/2 star potentials but nothing higher. Is there something I'm doing wrong?
 
The star rating is only in relation to your team, not a true reflection of how good he will be in the game, just compared to the midfield you have now.. he may go up to 4 or 5 as your star players retire, dont always go off stars.
 
I know, but looking at his stats, there seems to only be one or two that are around 15, and the rest are 10 or below, and if I'm not lucky and get the correct stats to come and be the 15 or over, I don't see the player developing correctly ( Example: if a striker doesn't get the 15 to be finishing, and his finishing is 10 or so, I don't see him being able to do well in games, therefore, hindering his development causing him to fizzle out).
 
If a player has stats over 15, thats against the norm, the players with 10's can be developed with the facilitiies and stafff you have, just have to bear your time get the the right palying time and training.

failing that save/load on regen day.
 
Contending for the top of the BPL, its hard to get average players ( with 10 stats ) game time. That's the main problem in developing them, and not being able to get regens with a higher CA. Is there something that I can improve to improve the starting CA? Also, is there a way to get more foreign players? I seem to get only English, which I understand as I'm based in England, but when I look at other teams intakes ( Ex. Man United) they have quite a bit of players from all over like Spain, Brazil, and Germany ( Which are countries that normally produce higher PA players, I believe.
 
You need more coaches and scouting in those countries to increase the chance of nationality. You'll also be restricted by tht youth rating of that nation as a whole. Unless more succesfull clubs and the national team do well that wont go up much
 
I have roaming scouts in all of the continents and my coaching staff is pretty diverse. My club is ranked 19th in the world, which I believe is pretty good, so I don't see all the decent players declining to come to my club?
 
depends where you re signing from, some players wont leave home at young age, some my be playing for the boyhood club, some might just not like your team..
 
I have a youth intake coming up. Hopefully I should be able to get someone decent.
 
how do you convince chairman to upgrade junior coaching because my chairman never wants to do it
