Youth players gaining potential quicker.

So I finished my 1st year as Porto, Now I have bought myself some Regens, some arrive 2 years later because of the under 18 rule, but some are at my club now.

What I want to know is this, If I move them to the B team who play in the Liga Vitalis (Second League in Portugal) Will their potential and stats grow ? I'd like to know before I start a season because I would definitely do this as it would be a massive help.

yeah I know how to help them, I was just asking too see if this counts as first team football for them because they're playing in a competitive league.
