Youth Rating?

What does this actually do? Does it just give a better chance for wonderkid regens in the country that has a higher youth rating?

I don't think it's got much to do with wonderkid regens (although I may be wrong), but rather the development of the current youth players. Of course, the better youth rating you have, the better quality the regens will be, but wonderkid regens are down to luck! I may be, wrong, however, so don't just take my word for it!

It gives a better chance at higher PA players in the country.
