Youth Recruitment and other issues

Hey, so I have been having a couple of issues with FM2012.

First of all, I upgraded by Youth Recruitment Network and facilities etc but it still shows up as "established" and not "well established" as the message from the board dictates. Moreover, my corporate facilities are good, I have done one upgrade on them, is that what they should be? Moreover, I literally didn't get an e-mail saying that my Youth Facilities were canceled, they just did it automatically. Is that normal?

My Weston-super-Mare board had to cancel a training expansion because they were obliged to expand the stadium (as i got promoted to prem)

Usually they'll only do this if it's financially necessary, try checking your finances??
