Youth Recruitment cancelled?

Does anyone know how to stop my Youth Recruitment/Facilites being cancelled?

Note: I'm Liverpool so i always go into the red, Normally going 25m- at the end of the season.

check your finances, it's because your in the red. take a transfer window off and save the cash, you'll get it back in the next window.... or ask for it done 2 months into the season so it'll be completed when you get your tv rights money etc....
