Youth Recruitment Trouble

I'm managing West Brom atm. Just finished 2011 season and want to ask board to improve Youth Recruitment however ever since i joined its been greyed out. Is there a specific time i have to ask? how can i make this question available? THX Dman

Make sure you have some money before you ask them.
If you ask them once and they decline OR accept,you need to wait a **** of a time to ask them again..

You can only do it depending on your club's reputation e.g. League Two clubs can never have improved youth recruitment. You'll probably need to wait until you improve.

Also, if you hover over the option it will tell you why it's greyed out.
